Port Authority Transit Usage
Benefits-eligible full-time or part-time faculty and staff member are entitled to use Allegheny County Port Authority Transit (PAT) system busses, inclines, and the T free of charge. Faculty and staff ID cards are encoded with your PAT eligibility status automatically - you only need to show your ID to the bus driver. If your benefits-eligibility status changes, you will need to get a new ID+ card that displays your bus eligibility status.
PAT Pass Tax Consequences upon Separation from the University:
- You are not charged or taxed on the value of this benefit for federal tax purposes.
- Due to the tax-advantaged nature of this program and cost constraints, non-benefits-eligible employees are NOT eligible, nor are dependents or retirees.
- Upon termination of employment, you MUST surrender your valid Carnegie Mellon ID card, which is encoded with your PAT eligibility status. If you do not surrender your ID upon separation from the university, regulations require that the remaining value of the transit pass be taxed (either the taxes will be deducted in your final paycheck or they will be included on your W-2 as taxable income. In the latter case, you will be responsible for paying the additional taxes directly.) Because ID cards have a two-year expiration period, you could be taxed on the value of up to two years of PAT transit passes.
- Applicable taxes include: state and federal income tax, FICA and FUTA.
- Lost ID cards are treated as if the employee chose not to surrender the ID, and the value of the card will be taxed as additional income. If you can prove that your ID was stolen, you will not be assessed this imputed income.
